STRUCTR is prequalified to provide Energy, LEED, and Commissioning services to eligible Virginia public-sector clients.
Public agencies often need specialized technical support for a focused scope without launching a full-scale procurement process. Virginia’s DGS Category B program was created to provide a more efficient path for those smaller professional-service assignments.
STRUCTR is now included in the Commonwealth’s 2026 statewide Category B Professional Services pool for Energy, LEED and Commissioning, helping public owners make informed decisions, improve operational efficiency, and support long-term building performance.

VCU’s LEED Gold STEM Building represents the type of complex public and institutional facility where energy performance, sustainability, and building systems must be considered together.
The DSG Category B program is an optional procurement resource that allows Virginia public bodies to engage prequalified firms for smaller professional-services assignments related to building and facility projects. Under the current program, Category B applies to eligible professional-service assignments where anticipated fees are less than $80,000. DGS completes the statewide advertising and qualifications process in advance, allowing agencies to begin with an established pool of qualified firms rather than initiating a new qualifications solicitation for each small assignment.

Once a project need is identified, the public agency still selects a firm from the DGS Category B pool based on the scope of work, relevant qualifications and project requirements. The advantage is that the firms in the pool have already completed DGS’s prequalification process, which can make procurement more efficient.
For facility managers, capital project teams and procurement professionals, this provides a practical option for smaller or more focused assignments that require specialized expertise—such as energy analysis, LEED consulting or commissioning—without initiating a broader qualifications process.
STRUCTR’s Category B prequalification encompasses three closely related areas of building performance: Energy, LEED and Commissioning.
Good building performance decisions begin with understanding how a building is using energy today and how proposed systems are expected to perform over time. Through its Mechanical Analysis services, STRUCTR supports owners with building energy audits, benchmarking, energy modeling, and performance analysis to identify opportunities for improved efficiency and inform design and operational decisions.
That analysis helps project teams compare options, evaluate potential Energy Conservation Measures, assess electrification and renewable energy strategies, and balance performance goals with budget, schedule, and long-term operating priorities. For public owners responsible for facilities over decades, that perspective can support better-informed capital decisions, more efficient building operations, and a clearer understanding of the long-term impacts of investments in building systems and energy infrastructure.

Sustainability goals and certification requirements vary by owner, campus, and project. Through its Energy & Sustainability services, STRUCTR helps owners evaluate high-performance building strategies and determine the certification or compliance pathway that best aligns with their goals.
Services may include high-performance building and certification feasibility assessments, LEED and other third-party certification management, sustainability planning, energy and water conservation strategies, materials and embodied carbon guidance, resilience planning, and construction sustainability management. STRUCTR also coordinates closely with design, commissioning, and project teams to establish clear responsibilities, manage documentation, and track sustainability requirements through project delivery.
For projects subject to Virginia’s High-Performance Buildings Act, STRUCTR helps teams understand applicable requirements, evaluate compliance pathways, and maintain alignment from planning through construction and closeout.

CODE Building in Charlottesville, Virginia, achieved LEED v4 Platinum certification for Core & Shell in March 2023. STRUCTR has contributed to more than 4 million square feet of certified sustainable building space, helping owners translate sustainability goals into practical strategies from planning through certification.
Commissioning gives owners an independent process for verifying that building systems are designed, installed, tested, and operating in accordance with the project’s requirements. Through its Mechanical Analysis services, STRUCTR provides third-party commissioning that carries performance expectations from design through construction, and ultimately turnover.
Beginning with the owner’s requirements and design documentation, STRUCTR reviews system design, observes installation and start-up, coordinates functional performance testing, and helps identify and resolve deficiencies before occupancy. The approach is rooted in practical field experience and focused on how building systems will operate, interact, and be maintained throughout their lifecycle. By combining commissioning expertise with a strong understanding of controls, testing and balancing, system operations, and functional performance testing, STRUCTR helps owners identify issues that may not be apparent through traditional commissioning activities alone. This hands-on quality-assurance process supports better coordination among project teams, smoother turnover, improved system reliability, and greater confidence that building systems will perform as intended at occupancy and beyond.
Commissioning also extends beyond initial construction. Existing buildings can benefit significantly from retro-commissioning and periodic recommissioning efforts that evaluate how systems are performing years after occupancy. As buildings evolve and operational needs change, systems often operate differently than originally intended. Through detailed system reviews, testing, and performance analysis, commissioning can uncover opportunities to improve reliability, energy efficiency, occupant comfort, and overall building operation. This ongoing verification process helps ensure owners continue to achieve their operational, financial, and sustainability goals throughout the life of the facility.
Energy, sustainability, and commissioning address different aspects of building performance, but together they can support an owner throughout the full building life cycle. Energy analysis helps inform early decisions about how a building is expected to perform. Sustainability planning and third-party certification provide a framework for establishing and tracking performance goals. Commissioning carries those expectations through design, construction, turnover, and ongoing operations by verifying that building systems perform as intended.
For public-sector owners, that continuity is especially valuable. Decisions made early in a project can affect energy use, operating costs, maintenance needs, occupant experience, and long-term asset performance for years to come. By connecting these services, STRUCTR helps owners plan strategically, build efficiently, and operate for longevity, with performance goals considered from initial planning through occupancy and beyond.
STRUCTR brings experience supporting higher education, government, and mission-driven facilities across Virginia, with a focus on building performance, sustainability, and long-term operations. The team has contributed to more than 4 million square feet of certified sustainable building space, with experience including VCU’s LEED Gold STEM Building; the University of Virginia, where STRUCTR has supported multiple commissioning assignments; the VIMS Marine Operations Center; James City County’s General Services Headquarters; and Feed More’s Distribution Center & Community Kitchen.

Feed More Headquarters & Distribution Center: STRUCTR supported the project from early planning through construction, providing owner’s representation, site and option analysis, third-party commissioning, and sustainability consulting. The team also evaluated LEED, WELL, Green Globes, and ENERGY STAR pathways and supported WELL and Green Globes certification management.
Across these projects, STRUCTR’s work has included sustainability and certification strategy, LEED management, building commissioning, functional testing, and performance-focused technical support. This depth of experience positions STRUCTR to support the kinds of targeted, technically focused assignments well suited to the Category B program—helping public owners address specific performance, sustainability, and commissioning needs with experienced guidance.
Depending on the project and the agency’s procurement requirements, Category B may provide an efficient route to STRUCTR expertise for needs such as:
These assignments can influence larger decisions about building performance, operating costs, sustainability goals, and long-term facility management. Category B gives eligible public owners an established procurement path for bringing in specialized expertise when those needs arise.
